Can I book a domain before getting any hosting?

You may get a .com, .net, .org, .info, etc. registered without having any hosting service. However you will need to activate your domain by providing it a DNS (Domain Name Server) that tells your domain where your website is located. For PKNIC (registration of domains having .pk in the end of extensions) a hosting account, i.e. DNS is necessary before registration.
